Hela Franklin is a new residential building architecturally designed to fit within the neighborhood of the Howard Street Commercial Historic District. The five-story building will house up to 60 apartments, including low-income units. The project utilizes wood and steel framing and incorporates existing foundations from the previous building into its design.
